In the future, China, the U.S. and Japan will play a central role for the order of East Asia. They should establish their own organization with South Korea and Canada.
Regional organizations should be expanded further, together with their roles. Asia, Africa, and South America also need their respective regional organizations.
Third, NGOs should do what the U.N. cannot do. According to Mr. Akashi, the U.N. had a few specialists in the Cambodia and former Yugoslavia cases. In cases of emergency, specialists are needed to solve problems. They should be fostered in universities and institutes. From the perspective of academics like us, publications printed by the U.N. seem to have some restrictions. When a certain country does not want it, the U.N. cannot issue the publication. Though there are some good points in that, the fact remains. Problems should be objectively treated. Universities and institutes should cover the problems that the U.N. cannot deal with.
Our universities and institutes should take action with more responsibility.
Of course. NGOs also cover a wide range of responsibility.

 

Fujita: How should the U.N. cope with global issues? Or rather, should other organization be responsible?

 

Agt: First, we need to discuss the definition of the U.N. If it is a reformed U.N. rather than the existing one, I think the U.N. should take the lead. I am all in favor of reforming the U.N.
The U.N. includes a wide range of specialized agencies and has accomplished significant works. However, it does not have unity as one system. On the contrary, there is a sense of rivalry, or sectionalism within the U.N. Sometimes, some agencies are extremely occupied, while others are not.
Though the U.N. has produced various resolutions, they remain nothing but resolutions. In short, the resolutions have not been implemented. That has undermined our confidence in the U.N.
